This expression refers to someone who is emulating the actions of another. For instance; if a child is watching his father shave, and he has taken a toy to represent his very own shaver, his mother may walk by and say "Monkey see, Monkey do." It's not a very commonly used phrase.
Some more common:
Copycat = someone who emulates the behavior of another Copy = to follow, exactly, someone else's actions or work
