Hey coolrus,

For the first expression "You know what?"
Can be thought of as the other person already knows what you are about to suggest (i.e. plans to go somewhere, a plan to do something).
Example:
"You know what? That might be a good idea."
Its a really nice friendly way of agreeing with someone.
But if used in the right tone of voice it can be used to insult the other person's intelligence.
"You know what? Of course you DON'T"
(as in "do you know this? of course you don't know)

The second one "I'll tell you what" is a bit easier.
If you just break it into two parts "I'll tell you"
and "what" then it makes sense I hope.
Its saying "I will tell you what you don't know."
You could be telling anything. Thoughts/emoitions are the most commonly used with this phrase. You also can use this phrase to relate to past events.
Examples:
1. "I'll tell you what, I'm so angry with you right now. You never listen to me!".
(I will tell you what is wrong. I'm so angry with you right now. You never listen to me)
2. "I'll tell you what, you totally forgot to pick me up after work yesterday!"
(I will tell you that you totally forgot to pick me up after work yesterday)

"I'll tell you what" is mostly used in arguments and such. If used in a extremely playful light situation then it can be used to correct a mistake that another has made or tell another that they are wrong.
Example:
"I'll tell you what, I have never heard of something like that. Are you sure that it exists?"

Also the "you" is normally shortened to "ya" because it is easier to say and sounds more casual.
