Instead of "shi", in English we say "four is before ten in english as well"

You write "juu ichi yon" (14). Doesn't Juu means 10; ichi means 1; and yon means 4? Why do you put ichi in there. I would think that it would be juu yon. Could you explain please? Thank you.
