One must distinguish, though not always an easy task, between the corruptions of a government of a country and it's people, language, culture, and intellectuals. Yes language can be used to miscommunicate: to manipulate, to propagandize, to lie, but it can also be used to communicate, to enjoy the pleasures of the cultures songs and poetry, and literature, to criticize the faults of even a good government or to strongly dissent against a corrupt government.
