In Polish you can say „I miss you” in 2 ways (just like in German):
“Têskniê za tob¹” (=Ich vermisse dich) or
„Brakuje mi ciê” (=Du fehlst mir)

With a little correction:
Turkish: "Seni özlüyorum"
But we rather use it with past tense : i missed you: "seni özledim".

I suppose the syllables you wrote form a sentence.
As for "xiang gao su", I am quite sure it means "I'd like to tell".
"yao gen zuo" is quite hard without tones and signs.
"Yao" often means something like "want", but also "must" or "will".
"gen" could be "to follow", also "accordingly".
"zuo" is probably "to do, to make, to act"
So maybe it means something like "I'd like to tell you that you will do it the same way".
