Hi. I think you refer to italian proverb "tra il dire e il fare c'¨¨ di mezzo il mare". It means: "it's easier said than done". I try to translate it literally: "between talking and doing there is the see". "di mezzo il mare" means: "there is the see between....."

The carats on top indicate the stress.
It's a colloquial, free translation of "I can't speak Hebrew very well"
